The Chatroulette portal allows you to connect with random strangers around the world through your webcam. The site consists of two media players; one displaying the feed from your webcam, the other showing images from your partner's. If you're receiving a message that says "Your IP address is banned," it's likely that you or somebody else using your IP address has violated the service's terms and conditions. The site doesn't provide a process to appeal your ban, but you can work around this by shielding your IP address through a proxy server.
