Clowns are a staple Halloween costume that can be made from materials found in your home or bought cheaply at thrift stores. The make-up should be exaggerated and bold. The clothes do not necessarily need to match, but the colour and patterns should be colourful and complement each other. When dressing as a sexy clown, use lots of colour, flashy fabrics and sparkles.

Clean your face. Make-up applies best to a clean surface. Use an exfoliating scrub to clear away dirt and old make-up. Dry your face completely with a clean towel.
Dab white powder on your face. This is not necessary, but most clowns apply colourful make-up to a white background. It does not have to be thick.
Apply eyeliner. Use whichever colour you would like. Blue, green or red are all standard clown colours. Line the entire eye with the pencil, staying on the skin. Do not apply eyeliner inside of the eyelashes.
Apply mascara. Use a standard black or brown to give the appearance of long, bold lashes. Apply one coat, let it dry and apply another coat to achieve a bold lash look. Your lashes will look longer and youyr eyes will appear bigger. Accentuated eyes are part of a sexy look.
Apply eyeshadow from the base of the eyelash to the bottom of the eyebrow. Use a colour that will complement the eyeliner colour you choose. Use an eye-catching sparkly or glittery shadow. Do not over apply -- too much make-up can be distracting.
Draw a red circle on your nose or wear a red clown nose. These can be purchased at a Halloween supply store. This is one of the most recognisable parts of the clown costume.
Dust the round peaks of your cheeks with pink blush to add colour. Adding glitter to the cheeks will also add a flashy touch. Bronzer will also add shine and colour.
Apply red lipstick to your top and bottom lip. Use a tissue to blot away clumps. Be sure not to extend the lipstick beyond the natural border of your lip.
Style your hair with products without going over the top. A typical clown might wear a vibrantly-coloured clown wig, typically sold at Halloween stores. However, a sexy look for women could be loosely curled pig tails and high ponytails. Keep the hair smooth and with a natural shine. Add flowers, ribbon and other colourful hair accessories to make the style fun and interesting. Men can use gel to style their hair into mohawks, comb-overs or a stiff part down the middle. Add colour by using a store-bought colour hairspray.
Wear a hat, if it blends with the outfit and does not distract from your face too much. Being sexy is also being confident -- do not hide behind a large hat.
Wear shirts, trousers or skirts that are vibrantly coloured, have fun patterns or both. Clowns typically wear polka dots, chequers or stripes. Add a tie, bow tie or a few scarves to accent the outfit. Dress for your comfort level. Sexy is often defined as exposed arms, legs, chest or stomach. You do not have to leave all of these areas bare -- just the ones you are comfortable showing. For example, a woman could wear a bright tank top, knee length skirt and high heels. A man could wear no shirt, board shorts, suspenders and loafers. A patterned closely-fitted shirt, short shorts and brightly coloured knee socks can also work in a sexy clown outfit.
Wear shoes that are any colour but black and brown. High heel shoes look sexy on women, whether with straps, patent leather or a solid-coloured pump. Men should wear loafers or colourful slip-ons.
Carry a prop or accessory. Fake bunches of flowers, a single rosebud or daisy, a giant lollipop, a balloon or a parasol make great sexy clown accessories.
