The National Highway Transportation Safety Administration has several models of Land Rovers on the " List Of Non-Conforming Vehicles That Are Eligible For Importation" into the USA. Those models are the Land Rover 1993 Defender 110, 1994 to 1995 Defender 90, 1994 to 1998 Discovery, 2000 Discovery II, 2004 Range Rover and the Defender 90s manufactured before Sept. 1, 1997 with the VIN numbers "SALDV224VA" or "SALDV324VA". If you are Importing Land Rovers for resale, you need to be or become a registered importer.

Read the detailed import vehicle instructions and regulations from the U.S. Environmental Protection Agency (EPA), Customs and Border Protection (CBP) and National Highway Traffic Safety Administration (NHTSA) websites, before attempting to import a Land Rover.
Choose a Customs port of entry that will be convenient for you to pick up your Land Rover. A list of ports by state is available on the CBP website.
Make arrangements with the shipper or carrier to send the Land Rover in bond to Customs at the port you chose. Download Customs bond form 301 from the Customs website. The bond guarantees payment to Customs of any duty, taxes and fees that are charged for your vehicle shipment.
Present to Customs the sales receipt and vehicle registration papers.
Give Customs the original bill of lading from the shipper or carrier you used. The shipper or carrier you use should already be aware of Customs requirements. You will have to import the Land Rover through an independent commercial importer, or ICI. The ICI will be responsible for converting your Land Rover to U.S. specifications. Choose from the list of ICIs on the EPA website. The ICI can help you with shipping arrangements.
Complete EPA form 3520-1. This form will be given to you by Customs.
Complete Department of Transportation form HS-7. This form is required by NHTSA. Customs will provide you with this form.
Pay duty and taxes to the Customs cashier. The duty and tax amount will be determined based on the price you paid for the car. For a Land Rover, duty is 25 per cent of the purchase price. You can pay duty by cash (U.S. currency only), a personal check drawn on a U.S. bank, traveller's check, government check or money order. Some locations will accept credit cards. But those locations are not specified on the website, so you will have to ask Customs in advance, at the location of your car's arrival.
Pick up your Land Rover from the inspection area, after the ICI has converted it to U.S. specifications.
