Cut the burlap into your desired mat size. The average table place mat is 12-by-16 inches.
Draw your design directly on the burlap, using the permanent marker. You can use an image or a pattern as a guide.
Place the yarn underneath the burlap. Insert the rug hook through the burlap and pull the yarn through the fabric. Adjust the yarn so that 1/4 inch of the yarn end is visible on top.
Insert the hook next to the yarn end and pull out another 1/4 inch of yarn to make a mound. Continue hooking the yarn in this manner until you complete your design.
Finish by cutting the yarn, leaving 1/4 inch on top. The yarn hooks should all have the same height.
