Like other real-time strategy games, "Empire Earth" revolves around constructing buildings and training units to dominate the map. The game's population limit, or "pop cap," restricts how many units you can train. However, there are a few ways to modify this limit, one of them when beginning a new game, and the others on-the-fly during the game itself.

Set the maximum population limit in the "Game Settings" screen when starting a new game. Note that this population limit is global: the population of every player will count towards it, so every unit a player makes will be one fewer unit his opponents can make.
Research technologies during the game to make small increases to your pop cap. Four medical technologies--Sanitation, Chemical Drugs, Vaccination, and Anti-Aging Pill--each increase your pop cap by five.
Build a Coliseum. Controlling this building increases the pop cap of you and your allies by 20%, and decreases your enemies' by the same percentage. This is the largest in-game change you can make to your population level.
