Download and install your mod normally. There are no extra steps for the installation with regard to using mods with Steam versions of the games.
Launch Steam if it is not already open.
Click the Steam icon in your taskbar. Click on "Library."
Right-click the "Total War" game you wish to mod. Click on "Properties." Click on "Set Launch Options."
