Hold an open container of olive oil in your hands.
Say a prayer to God the Father (or Jehovah, Yahweh, Allah, etc., depending on the religion) asking Him to sanctify the oil and stating the authority (e.g., Jesus) by which the oil will be consecrated. The authority, again, will depend on the religion.
Close your prayer in the name of the authority you stated at the beginning of your prayer. An example of a consecration prayer is: "Dear God, by the authority of Jesus, I consecrate and dedicate this oil for the purpose of anointing anyone or anything for any (insert your specific religion) purpose. I do this in the name of Jesus. Amen."
