Install Counter-Strike 1.6 on your dedicated server. Visit Steam's official website and download the "HLDSUpdate" tool, located on the bottom of the page.
Double-click the "HLDSUpdate.exe" file you downloaded to begin the tool installation. Install the files to the default location.
From the Start menu, click "Start > Program Files > Accessories > Command Prompt" to open the command prompt window.
Type in the following line into the command prompt and hit enter:
cd C:\Program Files\Valve\HLServer
Type in the following command to install Counter-Strike 1.6:
HldsUpdateTool.exe -command update -game cstrike -dir .
This will install the program onto your server.
Download a server configuration file to use for your server. There are many default server configuration settings available, and many can be found by simply searching for "cs 1.6 server cfg" in a search engine. Be cautious and choose to download these files from trusted sites.
Open the downloaded file with Microsoft Notepad. Click "File > Save As..." and save a copy of the file with "Serversetup.cfg" as its name.
Place the "Serversetup.cfg" server configuration file in your Counter-Strike directory folder, titled "cstrike."
Navigate to your "HLServer" folder (typically, "C:\Program Files\Valve\HLServer\"). Find and double-click the "hlds.exe" file to open a new window titled "Start Dedicated Server."
Configure the game settings in the "Start Dedicated Server" window. Edit the server's name, the maximum player amount, the map, as well as the remote connection password.
