WMV 8 and WMV 9 are part of the Windows Media Video series of codecs. Each is used to compress and decompress digital media into a given format.
Some video players only read videos encoded with WMV 9. In order to play your WMV 8- encoded video in a player that only reads WMV 9-encoded videos, you must first convert your video into an WMV 9 video using the Windows Media Video 9 Encoder, a free download offered by Microsoft Corp.

Download and install the Windows Media Video 9 Encoder (see resources below for link).
Open Windows Media Video 9 Encoder when it is finished installing and click "New Session."
Select the "Convert a File" option and click "OK."
Select the WMV 8 file you wish to convert. Choose "Windows Media Video 9" from the "Format" options and press "Enter."
Wait for the encoder to finish converting your file. This may take anywhere from a few seconds to several minutes depending on the size of the file. When it is finished, you have successfully converted your WMV 8 file to the WMV 9 file format.
