Action Replay Codes is a device designed for the Game Boy Advance that helps you unlock cheat codes. If you have a DVD that's in the video format PAL, and you want to change it to NTSC so that it will work on your external DVD player, you can rip the movie from the DVD. Use a free DVD ripper program, and then burn it to a new blank DVD in the new format with the native program Windows Movie Maker.
