Buy boxes for the tower at the dollar store or purchase them online if you can buy in bulk. Plain white boxes are often less expensive than coloured ones; wrap them later if you want a fancier look. Alternatively, reuse boxes that you have or use other types of containers, such as sand pails or laundry baskets.
Use small boxes to create a mini-tower. Unless you have several large items that you plan on giving, stick with boxes on the small side. It's easier to fill them up without spending a lot of money.
Create a theme for the basket. This helps you to stay focused when purchasing or making items to go inside. For example, make a bread gift tower that includes fresh baked loaves of bread in the largest box and homemade preserves in the smaller boxes. (Baked goods are an inexpensive gift.
