VLC is a versatile tool to watch many types of digital video on your home computer, including Shoutcast TV streams. Shoutcast is a platform for streaming media to any number of computers, opening up Internet streaming capabilities to a wide number of users. Adding Shoutcast to your VLC desktop playlist is something that any average user of the Internet could easily do with a few minutes of dedication.

Download the VLC player by going to the Videolan website and clicking "Download." If you are on Mac OS X, drag the application file to your "Applications" folder. If you are on Windows, open the .exe file and follow the instructions it gives you.
Select "Playlist" from the "View" menu at the top of the screen.
Open the "Manage" menu, navigate to "Services Directory" and select "Shoutcast TV Listings" from that list.
Select one of the channels from the dialogue box that prompts you with the Shoutcast TV channel listings. Double-clicking on a listing will open the TV stream for you.
