A cupcake wrapper is a decorative paper form -- separate from the cupcake liner used for baking -- which is placed around a cupcake to add a little flair. However, using any vector-based graphics editor, you can easily create your own templates and customised cupcake wrappers in a Scalable Vector Graphics (SVG) format for use in compatible die-cut machines and software.

Navigate to images.google.com and search for a cupcake wrapper template. Right click and select "Save As" then open the file in an image manipulation program such as GIMP, Photoshop or Paint. A free template can be found at freeprettythingsforyou.com
Modify the image until your cupcake wrapper is personalised. Save the file as a JPEG and exit the image editing program.
Open your vector graphics editor. If you don't have one, there are several free applications available for download (Inkscape, OpenOffice Draw, SVG-edit, Karbon-14). Open the JPEG file, adjust the image as necessary, then "Save As."
Select SVG as the file type and then click "Save".
