Lay the sheet of tissue paper flat on your table. Take your ruler and trace a square measuring 8 inches on all four sides. Cut out the traced square. Lay this square to the side and continue measuring and cutting squares for each baby boot that you plan to make.
Take one of the squares you cut and lay it out on the table in front of you. Turn the square so that it looks like a diamond in front of you and the lower point is pointing to your body.
Place one nut cup in the centre of the diamond. Lay one cotton ball directly below the nut cup so that it is touching the cotton ball and closer to the lower point of the diamond.
Take the lower point of the tissue diamond and fold it gently into the nut cup. Hold this point there while you take the other three corners of the tissue and carefully fold them into the nut cup.
Lay a second nut cup directly on the first tissue-covered nut cup and push down firmly. Leave the second nut cup in place to secure the tissue paper.
Measure and cut six inches of ribbon. Cut the correct number of ribbons so that there is one for each baby boot. Tie the ribbon around the nut cups of the baby bootees for a decorative finish. Fill the nut cups with mints, candy or nuts.
