Evinrude is manufactured by Bombardier Recreational Products. Outboards range from simple fishing boat engines to high performance sports engines. They generally have a self-test system that engages when the key is turned from "Off" to "On." There is a manual start that can be attempted if the engine won't start normally. Problems with starting an Evinrude outboard can be related to fuel too. These kinds of issues can be corrected by following some simple troubleshooting steps.

Check that the fuel tank isn't empty or the fuel hose isn't kinked. Remove the engine cover and follow the tubing that runs between the fuel tanks and engine. Make sure that you are using fresh fuel. Fuel can congeal after a few months of non-use. Try the engine again by allowing the starter motor to turn for up to 20 seconds.
Start the engine with the emergency starting procedure if it still won't start. Move the shift to "Neutral" and turn the key off. Remove the engine cover by sliding the latches downward. Remove the fuse holder from the flywheel cover. Raise the flywheel guard from the fittings by pulling up on the front two fastening tabs.
Knot the rope at the end and hold the flywheel guard out of the way. Hook the knot onto the flywheel at the notch. Wind the cord clockwise in the flywheel ridge for 1-1/2 turns. Turn the key to the "On" position and pull on the rope to start the engine.
Allow the engine to start then replace the engine cover, being careful not to catch clothing or hair in the motor.
