MPEG is the file format most common for audio-video files on the Internet. MPEG files use compression to file the most amount of data into a small space, but these files can always be compressed further. Windows provides a utility named Windows Movie Maker which will allow you to edit and compress MPEG files to whatever file size you need.

- Computer running Windows XP, Windows 7 or Vista
Open Windows Movie Maker by clicking "Start"->"All Programs"->"Windows Movie Maker"
Select "Videos" from under the "Import" section on the top left-hand portion of the screen.
Navigate to the folder where your MPEG file is located, select the file and hit the enter key.
Drag and drop the file into the "Storyboard" section on the bottom of the application window.
Select "This computer" from the "Publish to" section on the left-hand side of the screen.
Enter a name for the new file under "File name" and select a location to save the file under "Publish to:" and click on "Next"
Select the "Compress to:" and select the size you want your file to be and click on "Publish". The smaller you make the file the poorer the video quality will be.
