Conditioner Seals the Cuticle

In order for the toner to penetrate the hair shaft and alter the colour of freshly bleached hair, the cuticle should be rough and open to accept the colour deposited. Conditioner, however, smooths and seals the cuticle and the hair becomes impenetrable to the toner colour.
