When you are a teenager without access to a car, rainy days can really ruin the day. You can't really leave the house without getting soaked; even if you could, you probably don't have a lot of money to spend on activities elsewhere. When there are two of you, that eliminates many quiet activities, such as reading, unless you take turns reading to each other.

Learn to Dance

You can learn how to do just about any dance you want to on YouTube (youtube.com), from belly dancing to the moves from your favourite music video. You can even learn how to do the dance from Michael Jackson's Thriller. Thrill the World, ThrilltheWorld.com, publishes videos specifically for this purpose. This is great to do with a friend because you can watch what the other is doing and help guide each other.

Watch a Bad Movie and Make Fun of it

This activity is sometimes known as "riffing." If you want to watch experts do this, look up Cinematic Titanic, Rifftrax or Mystery Science Theater 3000 on the Internet. This activity is a lot of fun, and Hulu.com has plenty of legally free movies and TV shows (both good and bad) to make fun of. This is the kind of thing that's only really fun when there's two or more people involved, which makes it perfect for a couple of bored teens.

Teach Each Other Something

When you get two people in the same room, they rarely have all the same knowledge and talents. If one of you knows how to solve a Rubik's cube, teach the other how. If you can crochet and your friend can't; they may want to learn and this is the perfect time. Generally, someone who is good at something has the supplies already, so there probably won't be a need to make a store run or a trip somewhere. This seems like a somewhat tame activity, but if the learner is genuinely interested, it will be a lot of fun.

Leave the House

While dependent on being able to get places, sometimes being stuck in the house for days on end can just make you go crazy. So if you cannot drive, a parent might be willing to get rid of you two for a while. Bowling alleys and roller skating rinks provide good activities for a pair of kids; they can help get rid of some of the cabin fever that being stuck in a house can cause, and they're generally pretty inexpensive.
