Playing a YouTube video in slow motion is a matter of a few steps, but can easily be accomplished using a local video player. YouTube gives you a menu of options when you right-click the video currently playing, but playing the video in slow motion is not one of them. You first need to download the video and save it to your computer.

Launch your Internet browser and navigate to YouTube.com. Search for the YouTube video you want to play in slow motion. Highlight the URL, right-click and click "Copy."
Navigate to Keepvid.com and press "Ctrl" and "V" to paste the URL on the text box next to "URL." Click "Download." Click "Run" if you get a security warning by your browser.
Click a format from the links available, such as FLV or MP4 format, to launch the "File Download" dialogue window. Click "Save" and browse for a folder where you wish to save the YouTube video. Wait for the download to complete.
Download YouTube Video
Launch BS.Player, click the "Menu" icon and click "Open file." Browse for the YouTube video you downloaded and click "Open" to start playing the video.
Right-click the video screen and click "Playback" to display a second menu. Click "Playback rate" and choose "Decrease by 10%" to slow down the video.
Press "Shift F6" to continue decreasing the playback rate and play the video in slow motion until it meets your needs.
Launch Windows Live Movie Maker and load your YouTube video file. Click the "Play" button to start playing your video.
Click the "Edit" tab and click the "ComboBox" next to "Speed:." Choose "0.5x" and click the "Play" button to start playing your video in slow motion.
Choose a different value such as "0.25x" or "0.125x" to slow the video playback even further.
Windows Live Movie Maker
Launch TrakAxPC Pro and open your YouTube video file. Click the "Play" icon to start playing the video.
Click "Stop" to stop playing the video. Click the text box next to the "Adjust Play Rate" icon and type "30."
Click "Play" to continue playing the video in slow motion. Slow the video playback even further by entering a lower number.
