Launch VLC Player.

Click "Media" at the top of VLC Player. Click "Open File" and select the file you want to play in slow motion. Click the "Play" button.

Click "Playback" at the top of VLC Player. Click "Slower" to reduce playback speed; click it repeatedly to continue to reduce playback speed.
