The VideoLAN media player (VLC) is capable of many advanced playback features, including the ability to change the framerate of a video during playback. Changing the live framerate is preferable if you do not want to edit the actual video itself but there is an issue with the features of the video. The framerate is set depending on the region that a video is created in. If you find that the framerate is not correct for playback on your display, you can change it when you open the video.

    Open VLC.

    Click "File" followed by "Open." Click "Browse," and then locate and select the file to open.
