You can insert text in a PDF in Foxit Reader with its "Typewriter Tool" feature. If you need to add comments to a PDF or add additional text, you are able to do so. Foxit Reader is a multilingual PDF reader that is free to download and is an alternative to the Adobe PDF reader. It offers a Windows and Linux version. With the Foxit Reader, you can highlight, add drawings and save unfinished PDFs.
