Cut the tulle into strips that measure twice the length you want the angel's tutu to be. Her tutu should be on the long side, hitting at least at her knees, if not the mid-calf.
Wrap the elastic around her waist and hold it so that it is snug, but not tight. Cut the elastic. Attach each side of the hook and loop closure to the ends of the elastic.
Fold each strip of tulle in half. Tie each strip to the elastic until it is completely covered in strips of tulle.

Decorate the wings by gluing feathers and strips of tulle to them.
Have the costume-wearer put on the white leotard and tights, then wrap the tutu around her waist. Tie the wings to her upper body by wrapping the extra tights legs around her midsection.
Cut enough 24-inch lengths of red tulle to cover the elastic band.

Slide the headband onto the person's head and position the horns on the headband until they look even. Mark where the horns will go, then take the headband off and hot-glue in place.
Put the leotard and tights on the wearer, then wrap the tutu around her waist and put the horn headband on her head.
