When creating a PDF in Adobe Acrobat, you can adjust the security settings so that it will only print if the user enters a password. By creating a password and not distributing it, you disable printing for anyone else who opens the PDF. Adobe does not store passwords associated with PDFs, so there are no options for password recovery if you forget the password.
