Every member of the Download Client Steam is assigned a unique SteamID upon signing up for the Steam service. This ID serves as a way to distinguish a specific user from the rest, allowing the user to give their SteamID to others to add them as a friend or talk to them using Steam's built-in IM service.

Open Steam on your computer and click "Community."
Right-click "View my Profile" in the Community tab, then click "Copy page URL" in the menu that appears.
Open Internet Explorer on your computer.
Click the address bar on Internet Explorer, then click "Page," then "Paste."
Check the word next to "/id/" in the link that appears in the address bar, as that is your Steam ID. For instance, if the link is "http://steamcommunity.com/id/GenericNameHere/home" in the bar, the Steam ID is "GenericNameHere."
