  1. 1

Cut the brim off of a white baseball cap, and put it on.

  2. 2

Put the puffy, white hat over the baseball cap. Stuff the space between the two hats with cotton batting until the puffy hat is full and round.

  3. 3

Sew the puffy hat to the baseball cap with strong white thread.

  4. 4

Cut four circles out of red felt. Their size will be determined by the size of the hat, but they should be large enough to be easily seen.

  5. 5

Sew the circles to the front, sides and back of the hat with red thread.

    Vest and the Rest

  1. 1

Sew a 1-inch thick yellow ribbon to the entire open edge of a navy blue vest. Do not add yellow to the arm holes.

  2. 2

Put on the vest, along with a pair of white trousers and brown shoes.

  3. 3

Add the hat to complete the costume.
