Use a piece of cardboard and wrap it into a tube shape. Measure the appropriate size on the person's head. Cut the cardboard piece at the appropriate length and tape the inside where the edges of cardboard meet.

Cut a circle out of the cardboard for the top hat, equal to the diameter ,as the top of the tube. Cut a round circle two to three inches bigger than the diameter of the tube in the cardboard for the hat bottom brim.

Tape the smaller circle to the top of the hat, using tape from the inside and from the outside if needed. Tape along the edges where the top piece of the hat meets the tube of the hat.

Place the large circle on a table and place the tube hat on the piece. Position the tube in the centre of the large circle. Squeeze glue around the outside edges of the hat tube to glue it to the bottom circle.

Using scissors, cut a hole in the bottom brim piece of cardboard the size of your head.

Wrap black construction paper around the hat tube and cut pieces to fit as needed. Cut pieces of black construction paper and apply to the hat top and hat bottom brim. Use a glue stick to glue the black pieces of construction paper to the hat.

Measure a piece of pink ribbonlike material about three feet and cut using scissors. Tie the ribbon around the circumference of the hat.

Write the numbers "10/6" in black marker about an inch or two in size on a blank white note card. Put the note card in the side of the hat, tucked in the ribbon at an angle.
