The easiest way to get a photo image on a golf ball is to order it from any of a number of print shops that are properly equipped. Printing images on small, curved surfaces, particularly dimpled surfaces such as golf balls, takes a special printing process, known as pad printing. You could buy your own equipment to do the job, but not without spending thousands.

Prepare the image file. Pad printing works best with single- or two-color images, so black-and-white photos will print more easily. Make sure the resolution is set to the recommendation of the printer's software, then load the image.
Print the image to a polymer plate and secure it to the pad printer's ink well.
Center the plate over the transfer pad and press the inked plate to print the image on the transfer pad.
Insert the golf ball and make sure it is centred properly. Press the transfer pad onto the golf ball to print the photo on the ball.
Remove the ball and allow the ink to dry before packaging. To speed curing, apply dry heat to the ball.
