Teacher's assign projects using construction paper to provide children with an easily manipulated material and an inexpensive item to purchase. Creating an ocean from construction paper requires the use of light blue, dark blue and white construction paper. The ocean is either layered on a flat piece of paper or placed in a diorama. The easiest way to make an ocean is on a flat sheet of paper. The sky, boats, birds and fish are added after the ocean water is complete.

Instructions

  1. 1

Lay a piece of light blue construction paper on a table so the rectangle is nine inches tall.

  2. 2

Measure, mark and cut three strips of dark blue paper into rectangles 5-by-12 inches, 3 1/2-by-12 inches and 1 1/2-by-12 inches. Cut along one 12-inch edge of each strip and cut into a wavy line. Cut different waves on each strip.

  3. 3

Measure, mark and cut three strips of light blue paper and three strips of white paper into rectangles 5 1/2-by-12 inches, 4-by-12 inches and 2-by-12 inches. Cut along one 12-inch edge of each strip and cut into a wavy line. Cut different waves on each strip.

  4. 4

Layer 1: Match the edges of the paper when gluing. Glue the wavy strips to the light blue paper making sure the wavy line is on the top edge. Use a glue stick and glue down the white strip of paper 5 1/2-by-12 inches. Next, glue the light blue 5 1/2-by- 12 inch wavy paper over the white. Glue the 5-by-12 inch dark blue wavy paper on last.

  5. 5

Layer 2: Match the edges of the paper when gluing. Place the white 4-by-12 inch wavy paper on top of layer one. Next, glue the light blue 4-by-12 inch wavy paper over the white paper. Glue the 3 1/2-by-12 inch piece of dark blue wavy paper on last.

  6. 6

Layer 3: Match the edges of the paper when gluing. Glue the white 2-by-12 inch piece of paper over layer two. Next, glue the light blue 2-by-12 inch piece of paper over the white. Glue the 1 1/2-by-12 inch piece of dark blue wavy paper on last.

  7. 7

Let the glue dry for five minutes. Add extras to the scene by cutting shapes out of construction paper that resemble birds, boats, fish and clouds.
