Hewlett-Packard is the manufacturer of the L2208W, a type of adjustable aftermarket computer monitor. In order to unlock the L2208W stand, you must remove the "Swivel Locking Pin" located in the monitor's base. You might want to do this to either fold away or open up the double-hinged monitor base.
