Various websites are available to help you create magazine covers. Most companies do charge a small fee for printing, while others offer free trials. However, if you browse around you can find that gem of a website that allows you to use the publishing program free of charge.

If these companies are not what you are looking for, search for similar companies via an online search engine. Choose a website and click on the link.
