"Sim City 4" is a design game where players control all aspects of a city, including its size. City size can affect the way the game is played. Larger cities may be more difficult for some players to manage. However, larger cites also offer more growth possibilities when compared to a smaller city. Changing the size requires an edit of game files. All changed files should be backed up before editing to avoid potential problems with the program.

Create a new region from the main menu.
Find the game folder named "Sim City 4" regions in the "My Documents" section. Don't save anything in the region. This process won't work otherwise.
Create a new image in Microsoft Paint. Open the Image Attributes folder. Set the size of the image to match the size you want. One pixel can be equal to eight square km of map size.
Set the shape of the image and save the file as Config.bmp in the same folder as the original region. The next time the region is opened, the game will open in a new Config.bmp file. The game automatically adds natural landmarks to your region when it opens.
Save the region and build your city.
Download and install the program SC4TF from the Sim Programs website.
Open the region and use the editing options to change the city size and its natural landmarks.
Save your work then open the region in the game. All changes in the program will be active.
