Most graphics cards come installed with their settings underclocked to avoid overheating and using too many resources. ATI has added a tool to its Catalyst Control Center that will allow you to overclock the card.

Launch the ATI Catalyst Control Center by right-clicking on your desktop and choosing "Catalyst Control Center." If you do not see it, you can install it from the AMD downloads page.
Choose "ATI Overdrive" from the "Graphics" toolbar menu.
Click "Enable ATI Overdrive" and then choose "Auto-Tune." This will automatically optimise your card for you by running a series of tests.
Alternatively, you can manually do this by adjusting the "GPU clock settings" and Memory clock settings" sliders. Make small incremental changes, then press "Test Custom Clocks" until the test fails. This means you have set it to the optimal settings.
