All vehicles used or kept on public roads in the United Kingdom must have valid road tax. Failing to display a road tax disc on your windshield is a serious offence. The Vehicle Excise and Regulation Act of 1984 empowers the police to remove untaxed vehicles from roads in Britain. You will be fined, and if the fine remains unpaid, your car may be destroyed.
There are times when you may want to reclaim U.K. road tax. This could be because you have sold, transferred or taken your vehicle off the road. You can apply to reclaim road tax provided you are, or were, the last registered owner of the vehicle. You can only reclaim road tax for complete, unexpired months. If you have had your vehicle stolen, or the road tax disc has been lost or destroyed, you are can still apply to reclaim your road tax.

Download the application form (V14) from the Directgov website (see Resources) to reclaim road tax from the Driver and Vehicle Licensing Agency (DVLA). You can also get form V14 from a U.K. post office.
Print the application form. Read the notes carefully. Ensure you are able to comply with the requirements; otherwise, the DVLA will reject your application to reclaim road tax.
Complete all parts of the application form. You must inform the DVLA why you are reclaiming road tax.
Attach your road tax disc to the form and then mail to: Refund Section, DVLA, Swansea, SA99 1AL. Expect to receive your road tax refund within six weeks.
Contact DVLA customer inquiries to reclaim road tax. Call 0300 790 6802 to get form V33-Application for a refund of vehicle tax when the tax disc is missing.
Complete the application form. You must be able to state why you do not have a road tax disc to reclaim road tax.
Mail your application form to DVLA, Swansea, SA99 1AL. You should receive your refund within six weeks.
