The BlackBerry browser relies on Browser Configuration Service Book entries to function. If these book entries aren't properly functioning, the Blackberry browser cannot be launched. Upgrading the firmware on your device may cause the book entries to become corrupt. To fix this problem, delete and then undelete the appropriate book entries to get your browser back up and running on your BlackBerry.

Navigate to "Options" menu and click "Advanced Options."
Click "Service Book."
Browse to the "Blackberry internet Browsing Service (Browser Config) Service Book and select it.
Press the "Menu" key and click "Delete."
Press the "Menu" key again click "Undelete."
Repeat the above steps for the "IPPP for BIBS (IPPP) Service Book."
