Become a police officer. While you may be able to find a job as a police helicopter pilot as a civilian, the most common method is to rise from within the department.

Find out what qualifications are necessary for this position. These qualifications will vary by department and may be as simple as five years of patrol and no flying experience or as advanced as a pilot's license. Some departments will provide the training necessary, but some will expect you to be licensed on your own. You should also find out what is required to be competitive for the position.
