Cut a standard size sheet of paper (8.5 by 11 inches) in half lengthwise so that it measures approximately 4.25 by 11 inches.
Accordion fold the paper into sections that are approximately 4.25 inches tall and 3 inches wide.
Draw the basic outline of a person onto the top sheet. Make sure that both of the person's arms and legs reach out to the folded sides, with at least 1/2 inch of each arm and leg meeting up on the fold.
Cut out the shape of the person, cutting through all of the layers of paper. Make sure not to cut between the hands and feet of one person to the next; leaving these portions uncut on the fold is how you connect one cut out person to the next.
Unfold your paper people and decorate them any way you like.
