The windshield wiper arm on the Chevy Silverado is attached to a wiper motor located under the cowl at the base of the windshield. When the wiper arm needs to be replaced, it's usually because the spring tension is gone due to a failed spring, or because the claw on the arm that connects to the wiper blade is chipped or broken.

Remove the retaining nut at the base of the windshield wiper arm and pull the wiper arm off.
Slide the new wiper arm assembly on.
Tighten the retaining nut and lower the arm back down to the windshield.
