How to Convert an NTSC PS3 to a PAL
(playfuls.com)

The Sony PlayStation 3 was meant to be played on an HDTV, which is neither PAL or NTSC. The HDTV signal is universal anywhere you go, so converting a Sony PlayStation 3 from one format to another is not only impossible, it is next to useless. If you are using your Sony PlayStation 3 to watch movies and are unable to because it is in a different format, the best solution is to convert the media and not the hardware.

Create a name for the file, usually the name of the film or episode. Next, choose the audio track which will be your first choice in the drop down list. Select the size of the output file. Movies range from 600 to 1500 MB in size. TV episodes are set at 350MB. Click on "Advanced Settings" and make sure audio output type is set to "VBR MP3 128." Select "Add Job" and finally "Start" to encode the file.

Transfer the resulting AVI file to either a blank disc or directly over to the PS3 and play it. It will be region free and playable on any PS3.
