PayPal is a website that helps you shop online while keeping your information safe. You can also keep money in your PayPal account to use for shopping or sending to other members. Usually the money is withdrawn from a bank account that is connected to the member's online account. But if you don't have a bank account you can load cash into your PayPal account using a Green Dot MoneyPak.
